About Julian

A Chartered Member of IOSH and an accomplished leader in health, safety and security, Julian brings over 20 years of experience supporting major rail and infrastructure programmes. With a strong track record in delivering safety assurance across complex, multi disciplinary environments, he has worked with some of the industry’s most respected organisations, helping to embed safe systems of work, strengthen behavioural safety cultures and deliver continuous improvement across large scale rail projects.

Alongside his professional career, Julian has a long history of voluntary uniformed service, reflecting the values of discipline, leadership and community impact that underpin much of his work. Over an eleven year period, he served with the Scouts as a Group Scout Leader, the Royal Naval Reserve as a Mine Warfare Officer, and later with the Army Cadet Force as a Detachment Commander. He also qualified as a Community First Responder for the West Midlands Ambulance Service, using his extensive first aid experience to support emergency calls within his local community. In addition, Julian has served as a deacon for his church, providing ongoing health and safety support, and spent more than a decade on the Midlands IOSH Branch committee, including terms as Vice Chair and Educational Development Advisor, where he mentored developing professionals.

He later joined Siemens Mobility as Senior HSEQ Manager, leading teams across OLE, HV and LV technologies and providing specialist work winning and lead investigator expertise. Most recently, Julian has served as Safety & Security Assurance Manager on the TRU West Alliance, delivering independent assurance across CDM, Crime and Security and ensuring Design for Security principles are embedded across key stations, assets and access points. Recognised for his balanced leadership and commitment to behavioural safety, he is respected for his ability to influence culture, simplify complexity and support programmes through challenging assurance and regulatory environments.

Key responsibilities

  • Delivering crime, security and CDM assurance in line with agreed needs
  • Monitoring compliance with crime and security risk assessments across key locations
  • Ensuring Design for Security requirements are fully integrated across project access points, stations and assets
  • Providing performance reporting to senior programme leadership
  • Leading the delivery of programme wide assurance plans and supporting Duty Holder compliance
