About David

A time-served health and safety professional and holder of a NEBOSH National Diploma in Occupational Health and Safety, David co-founded The HSQE Partnership alongside our other Director, Ian Grainey.

A veteran of the Royal Engineers with more than 2 decades of HSQE experience under his belt, he served as a combat engineer, mechanical fitter and bomb disposal specialist before moving into the private sector in 2002.

Spending the next 13 years as Health and Safety Manager for Neary Construction, he took on the role of Safety and Sustainability Project Partner at Balfour Beatty Rail in 2015 before making the move to Amey Sersa in 2016, where he worked alongside Ian Grainey as Rail Systems Safety Manager on the Northern Hub Alliance.

An experienced HSQE practitioner with a proven track record of delivering innovative solutions to complex challenges, David is a passionate leader, committed to creating healthy and safe workplace environments, as well as helping companies to strive towards and achieve their goals.

Key responsibilities

• Providing the team with strategic direction, ensuring that the business develops in line with our clients’ needs
• Managing the financial performance of the organisation
• Having ultimate responsibility for the health and safety of The HSQE Partnership’s workforce
• Developing and delivering business improvement strategies
• Developing cutting-edge initiatives and innovations to drive health, safety and wellbeing improvements
• Developing safety leadership and behavioural based safety and cultural change programmes
• Developing and implementing management systems
• Leading and analysing accident and incident investigations
• The implementation of PDSW to support organisational understanding
• Carrying out CDM assurance and compliance monitoring
• Carrying out RM3 assurance to support organisational and cultural change
• Supporting organisations through key accreditations such as Network Rail PCL, RISQS, SSIP, ISO and UVDB
